Corruption: A threat to security, economic growth and democracy

Corruption is the abuse of power for personal gain. Corruption has several forms such as:

  • bribery;
  • influence peddling;
  • misuse of functions;

but it can also be hidden behind:

  • nepotism;
  • conflicts of interest, "revolving" doors between the public and private sectors.

Its effects are serious and widespread. Corruption is a threat to security because it enables crime and terrorism. It does not allow economic growth because it creates business uncertainty, slows down processes and imposes additional costs. Although the nature and extent of corruption may differ between EU countries, it still harms the EU as a whole by reducing investment levels, hindering fair cooperation within the internal market and reducing public finances.

However, the real social cost of corruption cannot be measured only by the number of bribes paid or the amount of diverted public funds. In addition to allowing economic inefficiency to flourish, corruption negatively affects government goals, from improving income distribution to better environmental protection. Most importantly, corruption undermines trust in government, public institutions and democracy in general.
