None of the founding documents of the European Union propose a strict and restrictive definition of what culture is, leaving the discretionary right to member states and individuals to define it based on their national, local and individual sensibilities. The legal basis of the Creative Europe program, the only European Union program specifically dedicated to supporting culture, nevertheless provides an open definition of the cultural and creative sectors.

The European Commission's support to the cultural sector aims to protect and promote European cultural heritage, while supporting the cultural and creative industries, enabling them to act as drivers of growth and job creation. The European Commission is engaged in various activities in support of the cultural sector, ranging from discussions with stakeholders to financing initiatives in the cultural sector. Examples of the Commission's activities in the sector include:

• Actions and initiatives such as European Capitals of Culture or Heritage Days;
• Framework programs, such as Creative Europe;
• International cooperation policy;
• Stakeholder consultation and dialogue.

In addition, the European Commission represents the interests of the European Union in international initiatives such as those led by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The European Commission's support to the cultural sector will continue, especially through the Creative Europe program. In addition, the European Commission intends to:

• Complete extensive mapping of the cultural sector;
• Focus on new and innovative ways to prevent trafficking in cultural goods;
• Identify and implement new measures for the promotion and protection of cultural heritage.
