The priority is to raise the level of general and professional education
Priorities for the EU in the education sector are defined within Article 100 of the Stabilization and Association Agreement (SAA). At all levels of education, the goals were related to the fulfillment of obligations undertaken within the framework of relevant international conventions that deal with the issue of education. Priorities were aimed at raising the level of general education and professional education and training in accordance with the Copenhagen Declaration.
The priority in the sphere of the higher education system related to the realization of the goals of the Bologna Declaration within the framework of the intergovernmental Bologna process and the fulfillment of obligations related to the recognition of qualifications in higher education in accordance with the Lisbon Convention. Bosnia and Herzegovina participated in relevant EU/Community programs and instruments (TEMPUS, Erasmus Mundus, Youth in Action) that contributed to the improvement of education and training structures and relevant activities in Bosnia and Herzegovina.
Among other things, these programs contributed to greater mobility of students and academic staff. Establishing links between the labor market and education in order to enable the country's knowledge-based economic growth was also considered a priority. With the aim of supporting the building of institutional capacities, the priorities included the reform of public administration in this sector, the development of relevant policy and strategy documents, and the legislative framework.
